This Wednesday, April 8th, the Virginia General Assembly reconvenes to process Governor Kaine's amendments to the bills passed in February. A pair of bills gave small businesses the option of offering their employees health insurance that did not have to include coverage for some of Virginia's current mandated benefits such as screening for cancers, including PSA test and DRE for prostate cancer.
The Governor is presenting a substitute. Below is a description of this substitute and its rationale.

SUPPORT GOVERNORS AMENDMENTS TO SB1411 AND HB 2024
HEALTH INSURANCE FOR WORKERS IN SMALL BUSINESSES
Governor Kaine has proposed important amendments to two bills that passed the General Assembly. The General Assembly will vote on these amendments on April 8th.
Both SB 1411 (Sen. Watkins) and SB 2024 (Del. Daniel Marshall) allow small businesses (with fewer than 50 employees) to buy health insurance that does not cover all the specific medical services that would usually be required by Virginia law. Supporters hope that by eliminating mandates, insurance would be more affordable to small businesses and their employees.
Amend SB 1411 to Require Coverage of Important Basic & Preventive Health Care
The Governor wants to make sure that every policy sold under this new provision would at least have coverage for the following basic and preventive health care services:
o Cancer screenings for breast, cervical, prostate and colorectal cancers
o Well-child visits and childhood immunizations
o Mental health and substance abuse services
o Diabetes
Another proposed amendment to SB 1411 would make sure that employees getting these policies know exactly what is and isnt covered.
Amend HB 2024 to Help Workers Laid Off from Small Businesses
Congress has provided new funding to help certain workers who lose their jobs keep their group health insurance. The funding pays for 65% of the cost of up to nine months of COBRA coverage after an involuntary lay-off. COBRA premiums can easily cost over $1,000 per month. The federal payments can help unemployed workers and their families keep their health insurance.
The Governors amendments are necessary to make sure that workers who lose their jobs at small businesses with fewer than 20 employees can also get this federal money to help keep their group health coverage for up to nine months.
Every day, more and more Virginians are losing their jobs. Laid off workers from businesses of any size should be able to get the same federal help to keep their health insurance during these very hard economic times.

Fred: I saw your message to Mike Epstein. Thanks you. I have given Kathy Mike's phone number and e-mail address. He is really scared. Any help you can offer would, I know, be really appreciated. I have told him he needs to get himself to a multidisciplinary PCa clinic at a major center (Duke, Hopkins, somewhere) for a second opinion and a really thorough set of recommendations.

Hello Fred;
Welcome to the network. Wow, 19 years! You are an example of someone I have been hoping to find: a long term survivor of PCa. You had surgery in '89, and follow up radiation in '92. You had a recurrence of PCa 3 years after surgery? would you mind sharing the details? (PSA trends, etc.)

I had Robotic Surgery 9 months ago and am waiting for my latest PSA results, it looks like I might not be as fortunate as you, and may need secondary treatment sooner, but I am holding on to the hope that I can someday be a 15+ year survivor like you. I look forward to hearing your opinion on the various discussions presented here.
